I am reading about the analysis of stockpiling of oil by the US post 1973. (its a very old book. another act of un-cleverness by me). Stockpiling is for use in times of shortage in supply, be it for own consumption or for (re)export because prices will be higher.
somehow it made me think of during army because we would stockpile toilet paper. esp during bmt, everyone took from a common pool but would keep stash away some secretly. everytime the toilet paper ran out, ppl could still go to the toilet and do their biz. but i guess thats where the similarities end because while toilet paper is just as or probably more essential than oil, additional supply is just an emart away. its just that we are too lazy or bastard-ly. This probably explains why no one ever hoarded it for re export.
